Our Expertise

Regulatory Insurance Advisors, LLC (RIA) was founded in 2016 as a new generation of insurance regulatory consulting firm to provide services for state, federal, and international insurance regulators. RIA’s ownership of Holly Blanchard and Pieter Williams brought together over 30 years of combined insurance compliance and regulatory experience and nationally recognized experts in these areas. Since that time RIA has steadily grown its business and number of team members who provide services to our clients.

RIA’s clients have included state insurance departments, state Attorney General departments, other governmental or quasi-governmental entities with insurance regulation authority, and a regulated entities for the purpose of compliance oversight and assistance, typically at the direction of state insurance regulators.

Currently, RIA’s team in combination has over 75 years of insurance market regulation experience.  Also, RIA provides market regulation services for over a dozen states and has been granted a federal Government Schedule Award allowing RIA to provide service for federal regulatory entities.

RIA’s leadership is comprised of Holly Blanchard – President, Pieter Williams – General Counsel and Chief Operating Officer, Cynthia Fitzgerald – Director of Market Regulation and Examiner-in-Charge, and Sheri Kenny – Examiner-in-Charge.

Holly Blanchard

President

Holly formed Regulatory Insurance Advisors in January 2016. In her role as President, Holly provides regulatory services for state and federal regulators and oversees a team of dynamic individuals that provide exceptional regulatory guidance and consulting for our clients. Holly has over 25 years of insurance experience including extensive market conduct, Affordable Care Act (ACA), and overall regulatory expertise and experience.

 

Holly previously served as Life and Health Administrator for the Nebraska Department of Insurance (Department).  In this capacity, Holly oversaw the Department’s product and rate operations for life and health insurance, including the Department’s implementation of the ACA.  Holly also served as the Department’s Market Conduct Examiner in Charge where she managed Market Conduct Examinations for all lines of insurance.

 

Holly’s primary areas of consulting include: comprehensive market conduct examinations; specialty and targeted market conduct examinations; market conduct risk-assessments for regulators; creating examination templates and best practices; ACA regulation; Mental Health and Substance Use Disorder parity regulation; product filing development and compliance; student health plan expertise; annuity suitability; market regulation training; ACL sampling training; and market regulation best practices for regulators.

Pieter Williams

General Counsel & Chief Operating Officer

Pieter provides regulatory and compliance consulting services for insurers, state and federal regulators, and oversees operations of RIA.  Pieter started with RIA in July 2016. His prior experience includes 16 years as an attorney for Unum Group with the majority of time as Senior Regulatory Counsel, two years as a litigation attorney in private practice, and serving as a law clerk for the State of Alaska.  Pieter has over 20 years of insurance regulatory and compliance experience.

 

Pieter’s primary areas of consulting include: management and resolution of market conduct examinations, including multi-state and collaborative regulatory actions; HIPAA excepted insurance product regulation; producer licensing and oversight; advertising compliance; drafting of legislation and regulations; audit training for market regulation; insurer compliance programs and corporate risk frameworks; product development and state product and rate filings; cybersecurity best practices; risk-based financial regulation; international insurance regulation; long-term care rate and solvency regulation; market regulation best practices for insurers and regulators; and advocacy relating to insurer and regulator market regulation interests.

Pieter Williams

General Counsel & Chief Operating Officer

Pieter provides regulatory and compliance consulting services for state and federal regulators, and oversees operations of RIA.  Pieter started with RIA in July 2016. His prior experience includes 14 years as an attorney for Unum Group with the majority of time as Senior Regulatory Counsel, two years as a litigation attorney in private practice, and serving as a law clerk for the State of Alaska.
